Abstract:
Este artigo tem como objetivo mostrar os novos caminhos do município de Venâncio Aires após a saída da Universal
Leaf Tabacos do município, em 2005. As notícias da época mostram que a saída foi traumática para o município. A
empresa era a maior no setor tabacaleiro do município, que dependia quase totalmente desse setor. Por que a
empresa quis sair do município? O que fazer depois da saída dessa empresa? Qual foi a reação da administração
municipal da época? E a subsequente? E atualmente como está o município? São algumas questões que se busca
elucidar neste artigo. Apresentam-se as consequências da Lei Kandir. Fica claro que a palavra diversificação é
consenso. Contudo, parece evidente o embate em duas formas de se dar essa diversificação: sendo o Estado mais
forte, mais robusto, pensando em longo prazo, ou o Estado buscando maior eficácia, maior produtividade, com uma
máquina pública menor, utilizando os recursos resultantes dessa economia para incentivar diretamente outros setores.
This article intend to show the new path of Venâncio Aires (RS, Brazil) after the Universal Leaf Tobacco left this city, in
2005. This event was traumatic for the city, as seen in the press news from that time. The company was the largest
industry in the tobacco sector of the city, which depended almost entirely of this sector. Why this company wanted to
leave? What to do after this? What was the reaction of the municipal administration of that time? And the following one?
And now, how is the city? These are some questions that this article wants to elucidate. This article also presents the
consequences of the Law Kandir. It becomes clear that the word diversification is a consensus. However it seems clear
the confrontation of two ways to take this diversification, being the state stronger, thinking ahead, or the state seeking
greater efficiency, higher productivity, with a lower public frame, using the resources that come from this economy to
encourage other sectors directly.
