Abstract:
O estudo sobre as licitações desertas ou com baixa concorrência no município de Bagé se
faz necessário para levantamento de informações sobre as causas deste problema,
contribuindo com o isolamento de causas permitindo ao gestor público uma ação mais
qualitativa na resolução dessas adversidades. As incidências de problemas nas licitações
que visam à contratação de obras trazem no aspecto temporal um atraso nas tarefas de
governo, já que obras que deveriam ser entregues em determinado período terminam
aumentando seu prazo de consecução por dificuldades na contratação do empreendimento
público, no aspecto risco o gestor se põe na situação de perder a oportunidade de atuação
administrativa deixando de atender os anseios da sociedade causados por entraves na
gestão. Nesse cenário, este trabalho objetiva estabelecer se situações como a utilização da
tabela SINAPI para estabelecimento de preço máximo de contratação, a sistemática de
pagamento de parcelas de obra e possíveis projetos básicos deficientes afastam os
prováveis licitantes dos certames licitatórios no município de Bagé, sendo este
levantamento realizado com entrevistas junto ao empresariado local e agentes
administrativos da Secretaria Municipal de Fazenda de Bagé, tendo embasamento teórico
na literatura técnica e legal para o assunto.
The study about desert bids or low competition bids in the municipality of Bagé it’s
necessary to survey of information about these problem’s causes, helping to the causes’ isolation allowing to the public manager an action more qualitative in resolution of these
adversities. The incidences of problems on bids that aim the contracting works bring in
temporal aspect a lagging on the government tasks, since the works that should be
delivered in a determinate period, end up increasing your deadline of achieving for
difficulties on public enterprise hiring. In the aspect of risk, the manager is in the situation
to lose the opportunity of administration performance, leaving to meet the yearnings of
society caused for barriers in the management. In this scenario this work has the objective
to establish if the situations as the use of the table SINAPI to establishment of hiring
maximum price, the systematic payment of installments of work and possible deficient
basic projects away bidders likely of bidding process in the municipality of Bagé, being
this survey did through interviews with the local business and administrative agents of
Municipal Finance of Bagé, with the theoretical foundation on legal and technical literature
about this subject.
