Abstract:
Frente à crise nas democracias representativas o debate sobre a necessidade de serem inseridos, nas instituições democráticas, os arranjos mais participativos emergiram e ganharam força. Neste contexto, acredita-se que novos meios de comunicação podem dar visibilidade aos interesses da população, uma vez que as novas tecnologias de informação e comunicação têm muito a contribuir aproximando os cidadãos ao processo de discussão de políticas públicas e de tomada de decisão. Assim, a introdução e uso das tecnologias podem ser compreendidos como uma das responsáveis pelas modificações nas formas de organizações políticas da sociedade e do Estado sendo vista como um dos principais mecanismos de transparência e prestação de contas a serviço da cidadania da chamada democracia digital. Dada a importância do diálogo entre poder público e sociedade, este estudo traz como objetivo geral investigar a legitimidade e efetividade da deliberação na plataforma participativa Decide Rio Grande. A proposta de analisar a participação social, empiricamente, através de uma plataforma digital institucionalizada de participação cidadã, relacionando aos temas de democracia digital e deliberação online, avaliando sua legitimidade e efetividade surgiu da imprescindibilidade de aprofundar o entendimento no tema, evidenciando um caso brasileiro, a exemplos de outros casos internacionais, como abordados neste estudo. Para isso, como passos iniciais julgou-se primordial descrever a produção acadêmica sobre Democracia Digital e Participação Social. Por conseguinte, para atingir a proposta desta pesquisa, foram coletados dados através de observação direta e entrevistas semiestruturadas com testemunhas privilegiadas, ou seja, pessoas da equipe de governo, responsáveis pela criação e gestão da plataforma. Durante as entrevistas, empregou-se ainda a técnica bola de Neve. Para análise, tanto da plataforma, quanto das entrevistas, foram estabelecidas categorias de análise, seguindo recomendações de Bardin (1977). Pode-se observar na literatura que foi discutida, a emergência das TIC’s como elemento crucial neste processo de abertura do governo e promovendo a demandada aproximação e consequentemente ampliação da participação da sociedade. Apesar disso, os achados evidenciam a não efetividade e não legitimidade da Plataforma Decide Rio Grande, uma vez que seu objetivo não foi alcançado. Devido à falta de legitimidade da ferramenta, os processos deliberativos foram inefetivos. Foi possível verificar, ainda, a dificuldade de apropriação desta ferramenta por parte da população, seja por motivos culturais ou desconhecimento. Logo, as redes sociais têm sido mais utilizadas que a própria plataforma. O principal destaque é o ceticismo do cidadão, corroborando com questões sobre apropriação da ferramenta, e ainda desmotivação e baixo engajamento político. Após a finalização desta pesquisa, houve uma apresentação devolutiva dos resultados aos representantes da prefeitura, ex-prefeito e secretario, os quais referendaram tais achados, enfatizando a questão da legitimidade interna da ferramenta. Como contribuições, traz importantes considerações sobre promoção da democracia local mediante experimentos de participação eletrônica dos cidadãos, demonstrando assim sua relevância acadêmica e social.
Faced with the crisis in representative democracies, the debate on the need to be inserted, in democratic institutions, the most participatory arrangements emerged and gained strength. In this context, it is believed that new means of communication can give visibility to the interests of the population, since the new information and communication technologies have much to contribute by bringing citizens closer to the process of discussing public policies and decision-making. Thus, the introduction and use of technologies can be understood as one of those responsible for changes in the forms of political organizations of society and the State, being seen as one of the main mechanisms of transparency and accountability in the service of the citizenship of the so-called digital democracy. Given the importance of dialogue between public power and society, this study has the general objective of investigating the legitimacy and effectiveness of deliberation in the Decide Rio Grande participatory platform. The proposal to analyze social participation empirically through an institutionalized digital platform of citizen participation, relating to the themes of digital democracy and online deliberation, evaluating its legitimacy and effectiveness, emerged from the indispensability of deepening the understanding on the subject, evidencing a Brazilian case, to examples from other international cases, as discussed in this study. For this, as initial steps, it was considered essential to describe the academic production on Digital Democracy and Social Participation. Therefore, to achieve the purpose of this research, data were collected through direct observation and semi-structured interviews with privileged witnesses, that is, people from the government team, responsible for creating and managing the platform. During the interviews, the snowball method was also used. For the analysis of both the platform and the interviews, categories of analysis were established, following the recommendations of Bardin (1977). It can be observed in the literature that was discussed, the emergence of ICT's as a crucial element in this process of opening up the government and promoting the demanded approximation and consequently expansion of society's participation. Despite this, the findings show the non-effectiveness and non-legitimacy of the Decide Rio Grande Platform, since its objective was not achieved. Due to the lack of legitimacy of the tool, the deliberative processes were ineffective. It was also possible to verify the difficulty of appropriation of this tool by the population, either for cultural reasons or lack of knowledge. Therefore, social networks have been used more than the platform itself. The main highlight is the skepticism of the citizen, corroborating with questions about the appropriation of the tool, and also lack of motivation and low political engagement. After the completion of this research, there was a feedback presentation of the results to the representatives of the city hall, ex-mayor and secretary, who endorsed such findings, emphasizing the issue of the internal legitimacy of the tool. As contributions, it brings important considerations on the promotion of local democracy through electronic citizen participation experiments, thus demonstrating its academic and social relevance.
