Lei Federal nº 12.244/10 e a aplicabilidade nas bibliotecas escolares municipais da cidade do Rio Grande, RS

Abstract

Essa pesquisa tem o objetivo de apresentar Lei Federal n.º 12.244/10 e verificar através da fala da coordenadora da rede de bibliotecas escolares do município do Rio Grande, RS e dos bibliotecários escolares, se estão adequadas ao cumprimento dessa Lei. O universo desta pesquisa foi definido a partir das 40 escolas da zona urbana do Município do Rio Grande, RS, pois são num total de 76 escolas, divididas em escolas urbanas, de campo e educação infantil. Com o momento atual da pandemia Covid19, não foi possível a realização da visita in loco em todas as escolas. A pesquisa se baseia em referencial teórico sobre biblioteca, biblioteca escolar e políticas públicas, bibliotecário, para desta forma reforçar do que trata a Lei Federal n.º 12.244/10, na qual se utilizou informações de fontes bibliográficas, documentais e ‘on-line’. Caracterizou-se como uma pesquisa, qualiquantitativa e quanto aos objetivos, descritiva, aplicando-se a técnica de entrevista estruturada a coordenadora do Núcleo de Bibliotecas e um questionário enviado por endereço eletrônico e WhatsApp aos bibliotecários. A partir da coleta e análise dos dados se identificou que das quatro bibliotecas escolares, na fala dos bibliotecários sobre a Lei Federal n.º 12.244/10, foram unânimes em afirmar a importância da lei, assim como na fala da coordenadora da rede municipal de bibliotecas. Os resultados mostram ainda uma divergência na fala de um dos bibliotecários em comparação com a fala da coordenadora na mesma questão, que aborda se há um título por aluno como determina a Lei. Em relação ao bibliotecário em cada biblioteca escolar, não atende ao que diz a Lei Federal n.º 12.244/10, pois na fala da coordenadora são 52 bibliotecas escolares para 22 bibliotecários. Portanto, é importante salientar que é imprescindível que as administrações públicas do país, entendam que ter um bibliotecário, uma biblioteca e acervo compatível, só vai acrescentar na educação básica dando um suporte não só para alunos, mas também para toda a comunidade em que está inserida.

This research aims to present Federal Law No. 12,244 / 10 and verify through the speech of the coordinator of the network of school libraries in the municipality of Rio Grande, RS and of school librarians, if they are adequate to comply with this Law. The universe of this research was defined from the 40 schools in the urban area of the municipality of Rio Grande / RS, since there are a total of 76 schools, divided into urban, field and child education schools. The research is based on theoretical framework on library, school library and public policies, librarian, in order to reinforce what Federal Law no. 12.244 / 10 deals with, which used information from bibliographic, documentary and 'online sources '. It was characterized as a qualitative, quantitative and descriptive research, applying the structured interview technique to the coordinator of the Library Center and a questionnaire sent by e-mail and WhatsApp to librarians. From the collection and analysis of the data it was identified that of the four school libraries, in the speech of the librarians about the Federal Law nº 12.244 / 10, they were unanimous in affirming the importance of the law, as well as in the speech of the coordinator of the municipal network of libraries. The results also show a divergence in the speech of one of the librarians in comparison with the speech of the coordinator in the same question, which addresses whether there is a title per student as determined by the Law. Regarding the librarian in each school library, it does not meet what he says Federal Law No. 12,244 / 10, as in the coordinator's speech there are 52 school libraries for 22 librarians. Therefore, it is important to emphasize that it is essential that public administrations in the country understand that having a librarian, a library and a compatible collection, will only add to basic education by providing support not only for students, but also for the entire community in which it is located. inserted.
