Discute possibilidades pelas quais o fomento das redes sociais não é estimulado no âmbito do governo eletrônico apontando resistência na promoção destas redes pelo governo, para envolver o cidadão na gestão governamental. Crê que a promoção do uso de redes seja um catalisador para que o cidadão se desenvolva intelectual e socialmente, fornecendo a ele
instrumental que o torne apto ao exercício da cidadania e ao amplo acesso às informações, o que possibilitará tornar a sociedade do conhecimento uma realidade para todos.
