A dinâmica do capitalismo na produção do espaço urbano: Os impactos da atividade fumageira para o setor comercial no município de Canguçu

Abstract

O trabalho visa pesquisar o desenvolvimento do comércio da área central de Canguçu (RS - Brasil) no período 2000-2010. Partiu-se do pressuposto que esse crescimento significativo foi causado pelo aumento da fumicultura no município, o que veio a gerar renda e, consequentemente, dinamizar o comércio. Inicialmente foi realizada uma revisão bibliográfica sobre a produção do espaço urbano, o comércio, o consumo, os precedentes na produção de tabaco no território brasileiro e a introdução do fumo no Rio Grande do Sul. Utilizando-se do método progressivo-regressivo de Henri Lefèbvre, a história de Canguçu foi dividida em periodizações de acordo com as suas fases econômicas. A primeira periodização (1756-1899) mostrou a agricultura incipiente do município em uma época em que a sua base econômica era a pecuária, em grandes extensões de terra, e a sua localização estratégica era fundamental nos conflitos militares. A segunda periodização (1900-1919) foi marcada pela chegada dos imigrantes pomeranos em Canguçu, que vieram dedicar-se principalmente à agricultura. A terceira periodização (1920-1999) mostra a consolidação da agricultura como a principal base econômica do município com o predomínio da policultura em pequenas propriedades, com destaque econômico para o milho e o pêssego. A quarta periodização (2000-2010) discute o momento econômico atual do município, no qual a fumicultura representa a principal atividade agrícola e promove o crescimento do comércio da sede, tornando-o, em grande parte, dependente desta fonte de renda. Por fim, foram realizadas entrevistas com comerciantes e representantes de entidades, a fim de que estes pudessem se manifestar sobre a importância da fumicultura para o município e, assim, se confirmasse a hipótese inicial ao confrontar com os dados estatísticos.

This research aims at investigating the way the trading activity developed in the central area of the county of Canguçu (RS - Brazil) within the years of 2000-2010. The initial assumption was that such development was due to the increase of the tobacco farming in the area, which generated new income and, consequently, boosted the trading activity. Firstly, a review of the literature regarding the production of the urban space, trading and consume related to tobacco farming in Brazil, and the introduction of this culture in the State of Rio Grande do Sul, was performed. Using the progressive-regressive method of Henri Lefèbvre, the history of Canguçu was periodized according to its different periods of economic development. The first periodization (1756-1899) showed that the agriculture was not significant in the county, which had a strategic location in the military conflicts at the time, and that its economy was based on cattle raising in large farms. The second periodization (1900-1919) was marked by the arrival of the Pomeranians in Canguçu, who developed the agriculture in the area. The third periodization (1920-1999) shows the consolidation of the agriculture as the base of the economy in the county, being the mixed cropping predominant in small properties, and the economic relevance of the production of corn and peach. The fourth periodization (2000-2010) discuss the actual moment of the economy in the county, highlighting the importance of tobacco farming as the main agricultural activity and as the source of the development of the trading activity in the region, being the county largely dependent on this activity at the moment. Finally, traders and representatives of different organizations were interviewed regarding their view on the relevance of the tobacco farming to the county, confirming the initial hypothesis with the aid of statistical data.
