Abstract:
O presente estudo analisa a construção de uma política pública habitacional. Como problema de pesquisa busca-se verificar se a aliança entre os aparelhos de estado e os movimentos sociais, é possível, para a realização desta política pública. Este estudo de caso remete-se ao Empreendimento Junção, localizado na cidade do Rio Grande - RS e o objetivo principal desta pesquisa foi analisar a concepção do Empreendimento Junção, em Rio Grande - RS e de que forma, o Estado e os movimentos sociais, realizaram a construção de uma política pública de habitação, através do Programa Minha Casa Minha Vida Entidades. Este objeto de análise possui importância que se deve à dimensão sócio-espacial, por ser um projeto piloto de grande intervenção na realidade da cidade, modificando a vida, não somente das 1.276 famílias beneficiadas por este empreendimento, mas de todo o município. Para entender-se a concepção do Empreendimento Junção foram entrevistados, agentes e instituições de Estado, movimentos sociais e cooperativas habitacionais para compreendermos a relação entre todos os agentes envolvidos. Foi realizado concomitantemente o acompanhamento de ações no Empreendimento Junção, tanto da Prefeitura Municipal do Rio Grande, quanto das cinco cooperativas (COOPERNOVA, COOPARROIO, COOTRAHAB, COOPERLAR e UNIPERFIL) responsáveis pela construção das moradias. A relação entre estes agentes sociais, que ocorre de forma ambígua e complexa, é marcada pelo conflito, mas também pela cooperação. Este estudo demonstra a efetivação de uma política pública, a partir do dinâmico processo de produção do espaço, contrariando a regra do Programa MCMV por se destinar em terra pública federal em uma área dotada de infraestrutura em seu entorno, na cidade do Rio Grande, RS.
The present study examines the construction of public housing policy. As problem to verify if the alliance between the State and social movements, it is possible, to the realization of this public policy. This case study refers to the Empreendimento Junção, located in the city of Rio Grande - RS and the main objective of this research was to analyze the design of the Empreendimento Junção, in Rio Grande - RS and that way, the State and social movements, made the construction of a public policy of housing, through Programa Minha Casa Minha Vida Entidades. This analysis has importance due to the socio-spatial dimension, for being a great pilot intervention project on the reality of the city, by modifying the life not only of 1,276 families benefit from this venture, but of the entire municipality. To understand the design of the Empreendimento Junção were interviewed, agents and state institutions, social movements and housing cooperatives to understand the relationship between all actors involved. Was held at the same time the monitoring of actions in Empreendimento Junção, both of The City Hall of Rio Grande, as the five cooperatives (COOPERNOVA, COOPARROIO, COOTRAHAB, COOPERLAR e UNIPERFIL) responsible for the construction of villas. The relationship between these social agents, that occurs in ambiguous and complex, is marked by the conflict, but also for cooperation. This study demonstrates the effectiveness of public policy, from the production process of dynamic space, contrary to the rule of the Programa MCMV for federal public land is in an area endowed with infrastructure in your environment, in the city of Rio Grande, RS.
