Ações realizadas nas gestões do Conselho Federal de Biblioteconomia - CFB e representatividade regional dos profissionais atuantes

Abstract

A profissão de Bibliotecário é regulamentada há 60 anos. Conta com o Conselho Federal de Biblioteconomia (CFB) que é um órgão fiscalizador, em âmbito federal, idealizado em 1966 a partir do reconhecimento da Lei 4.084 de 1962 que regulamenta a profissão de bibliotecário no Brasil. São ao todo 56 anos de existência e 19 gestões, sendo a atual com mandato vigente de 2022 a 2024. No total são 15 bibliotecários de diversas regiões do Brasil, selecionados através de votação e sorteio. Esses direcionam sua atuação para o cumprimento da lei, de maneira que os direitos dos bibliotecários e da sociedade sejam respeitados. O presente estudo teve por objetivo pesquisar ações realizadas pelo CFB e identificar a representatividade regional dos profissionais atuantes. Quanto à natureza, trata-se de uma pesquisa documental com abordagem qualitativa, uma vez que se faz o uso de variadas fontes de informação. Para atender aos objetivos, realizou-se uma pesquisa documental acerca da história/memória do CFB e as principais ações realizadas por cada gestão. Para a

identificação da região/jurisdição dos conselheiros que atuam/atuaram no CFB, fez- se o uso de uma planilha encaminhada pelo próprio órgão, constando o registro

regional (CRB) de membros da 8a a 19a gestão. Da 1 a 7a foram resgatadas através de diários oficiais que apresentavam cada eleição e bibliotecário eleito. Ao final do estudo, percebeu-se a importância de um órgão fiscalizador para o atendimento legal dos direitos dos cidadãos e profissionais. Quanto à questão regional, constatou-se que certas regiões possuem maior representação de bibliotecários no CFB do que outras. Entendendo a relevância da participação igualitária de toda extensão do Brasil, acredita-se que essa é uma questão a ser vista com maior atenção a cada nova eleição.

The librarian profession has been regulated for 60 years. It has the Federal Library Council (CFB), which is a supervisory body at the federal level, created in 1966 from the recognition of Law 4,084 of 1962, which regulates the profession of librarian in Brazil. There are a total of 56 years of existence and 19 administrations, the current one with a term in force from 2022 to 2024. In total there are 15 librarians from different regions of Brazil, selected through voting and drawing. These direct their actions towards compliance with the law, so that the rights of librarians and society are respected. This study aimed to research actions carried out by the CFB and to identify the regional representativeness of working professionals. As for the nature, it is a documentary research with a qualitative approach, since it makes use of various sources of information. To meet the objectives, a documentary research was carried out about the history/memory of the CFB and the main actions carried out by each administration. To identify the region/jurisdiction of the directors who work/worked in the CFB, a spreadsheet sent by the body itself was used, with the national registry (CRB) of members from the 8th to the 19th management. From the 1st to the 7th were rescued through official diaries that presented each election and elected librarian. At the end of the study, the importance of a supervisory body for the legal service of the rights of citizens and professionals was perceived. As for the regional issue, it was found that certain regions have a greater representation of librarians in the CFB than others. Understanding the relevance of equal participation throughout Brazil, it is believed that this is an issue that needs to be looked at with greater attention at each new election.
