Abstract:
Todos os trabalhadores brasileiros que contribuem, fazem parte e
geram contribuição para a formação do custeio da Previdência
Social, têm garantido o direito às prestações deste regime
previdenciário, sendo os chamados “segurados” do Regime Geral
de Previdência Social (RGPS). Dentro desta perspectiva,
podemos afirmar que a seguridade social desempenha importante
papel na realização dos ditames fundamentais da estruturação
social brasileira, pois compreende um conjunto integrado de
ações destinadas a assegurar os direitos relativos à saúde, à
previdência e à assistência social, sendo assim, de suma
relevância. O presente artigo tem como objetivo realizar uma
análise quanto aos benefícios concedidos pelo RGPS nos últimos
cinco anos no Município de Rio Grande-RS, bem como
mencionar os elementos utilizados nos cálculos atuariais. Para
isso, foi realizado um levantamento dos benefícios concedidos no
Município, caracterizando o perfil dos beneficiários desse
sistema. Concretizou-se o estudo através da apreciação do
Regime Geral de Previdência Social no Município de Rio
Grande, que reflete no plano de custeio aplicado a esse regime.
Concluiu-se que o regime citado apresentou particularidades nos
últimos cinco anos, comprometendo a sustentabilidade do regime
como um todo, o qual continua sujeito a revisões e em busca do
equilíbrio atuarial.
All Brazilian workers who contribute, are part and generate
contribution to the formation of the cost of Social Security, have
guaranteed the right to the benefits of this pension system, being called the "insured" the General Social Security (RGPS). Within
this perspective, we can say that social security plays an
important role in achieving the fundamental dictates of Brazilian
social structure, it includes an integrated set of actions designed
to ensure the rights to health, social security and social
assistance, so the utmost relevance. This paper aims to conduct
an analysis as to the benefits granted by the RGPS the past five
years in the city of Rio Grande-RS, as well as mentioning the
elements used in the actuarial calculations. For this, a survey of
benefits in the City was held, featuring the profile of the
beneficiaries of this system. Manifested itself through the study
of the examination of the General Social Security System in the
Municipality of Rio Grande, which reflects the funding plan
applied to this regime. It is concluded that the scheme presented
peculiarities mentioned in the last five years, jeopardizing the
sustainability of the system as a whole, which remains subject to
revision, and searching for actuarial balance.
