Abstract:
Este artigo é um estudo empírico sobre os efeitos da política fiscal local no crescimento econômico dos municípios gaúchos no período compreendido entre 1996 e 2001. Um modelo econométrico de crescimento econômico com dados cross-section de 426 municípios é estimado. No artigo, os gastos públicos são divididos em produtivos e improdutivos e são acrescentadas duas fontes de receita locais: o IPTU e o ISS. Os resultados obtidos são os previstos pela teoria: gastos produtivos afetam positivamente o crescimento econômico, gastos improdutivos não afetam o crescimento econômico e a cobrança de impostos reduz o crescimento econômico dos municípios. No artigo ficam destacados os efeitos positivos dos investimentos públicos e dos gastos em educação no crescimento econômico dos municípios gaúchos, que mostraram ser uma alternativa de política para a redução das desigualdades regionais.
This paper is an empirical study of the effects of the local fiscal policy in the economic growth of the municipal districts gauchos in the period between 1996 and 2001. It is esteemed an econometric model to economic growth with a cross-section of 426 municipalities. In this paper, the public expenditures are divided in productive and unproductive and two sources of public revenues are included: IPTU and ISS. The obtained results are the foreseen by the theory: productive expenditures affect the economic growth positively, unproductive expenditures don't affect the economic growth and the distortionary taxes reduces the economic growth of the municipal districts. In the paper is detached the positive effects of the public investments and of education expenditures in the municipalities economic growth, which showed to be a alternative policy for the regional inequalities reduction.
