Avaliação de desempenho a partir da perspectiva de uso de indicadores por gestores : construção de uma análise de eficiência de unidades acadêmicas de uma universidade federal brasileira

Abstract

A expansão do ensino superior brasileiro causou um aumento no número de matrículas nas instituições de ensino superior, influenciada por maior oferta de cursos superiores públicos, expansão das universidades, Ensino à Distância (EaD) na instância pública e privada. As IES são consideradas organizações complexas, pois atuam em múltiplas frentes (ensino, pesquisa e extensão) e têm como substância o conhecimento, na busca de qualificar os profissionais para o desenvolvimento da sociedade. A medição do desempenho é o processo de quantificar as ações e determinar a taxa de sucesso de uma organização em alcançar os seus objetivos, sendo a avaliação de desempenho organizacional um dos modos pelo qual o governo e a sociedade podem saber de que maneira os recursos da organização estão sendo utilizados. Diversos estudos mostraram a relevância em mensurar a eficiência das IES públicas, diante deste contexto o estudo objetivou analisar a eficiência de Unidades Acadêmicas de uma Universidade Federal Brasileira, a partir de indicadores de desempenho utilizados por gestores de Graduação, Pesquisa e Pós-Graduação, Extensão e Cultura e Planejamento e Administração. A pesquisa realizada foi de cunho descritivo, com abordagem quantitativa e a coleta dos dados foi documental. Não foi possível a análise de dados de Extensão e Cultura e Planejamento e Administração devido à falta de informações disponíveis por unidades. Os dados de Graduação e Pesquisa e Pós-Graduação, foram analisados por meio da técnica de análise envoltória de dados, (DEA), com o modelo BBC, orientado a outputs. A avaliação foi censitária, abrangendo as 13 Unidades Acadêmicas da universidade estudada, durante o período de 2014 a 2018. Os principais resultados obtidos foram: em relação à análise de eficiência de Graduação e Pesquisa e Pós-Graduação bem abrangentes, as unidades que obtiveram os melhores resultados foram a DMU10 (UNI.EDU), primeiro lugar com média final com 3,3, e a DMU03 (UNI.ENF), com 4,9. Os piores resultados do período avaliado pertenceram a DMU07 (UNI.BIO), com 9,6 e DMU06 (UNI.MED), com 9,9. Identificou-se que a unidade acadêmica detentora das melhores práticas, a DMU10 (UNI.EDU), foi utilizada com maior frequência entre os benchmarks (20 vezes), e, no outro extremo, a DMU07 (UNI.BIO) foi a que obteve o menor número de referências no período, com apenas uma vez no ano de 2016. Em suma, buscou-se subsidiar os gestores das unidades acadêmicas e Pró-Reitorias da IES estudada com informações que auxiliem nas tomadas de decisões, e através da realização dos pontos sugeridos na proposta de intervenção, alcançar o acompanhamento de eficiência das unidades acadêmicas, colaborando para o planejamento de ações que revertam ou amenizem os resultados das unidades consideradas menos eficientes.

The expansion of Brazilian higher education caused an increase in the number of enrollments in higher education institutions, influenced by the greater offer of public higher education courses, universities expansion, and distance learning at both public and private spheres. Higher Education Institutions are considered complex organizations, as they act on multiple fronts (teaching, research, and extension) and have knowledge as their essence, seeking to qualify professionals for the develop-ment of society. Performance measurement is the process of quantifying actions and determining an organization's success rate in achieving its objectives, being the organizational performance evaluation one of the ways through which government and society can know how the resources of a given organization are being used. Several studies have shown the relevance in measuring the efficiency of public Higher Education Institutions. In this context, the present study aimed to analyze the efficiency of Academic Units of a Brazilian Federal University, from performance indicators used by managers of the Undergraduate, Research and Graduate, Exten-sion and Culture, and Planning and Administration departments. The research carried out was descriptive, following a quantitative approach, and data collection was documentary. It was not possible to analyze the Extension and Culture, and Planning and Administration data due to the lack of information available by units. Undergraduate and Research and Graduate data were analyzed using the data envelopment analysis (DEA) technique, with the BBC model, output oriented. The evaluation followed a census approach, covering the 13 Academic Units of the studied university, from 2014 to 2018. The main results obtained were the following. Related to the analysis of efficiency of Undergraduate, Research and Postgraduate in general, the units that obtained the best results were the DMU10 (UNI.EDU), standing at first place with a final average of 3,3, and DMU03 (UNI.ENF), with 4.9. The worst results in the evaluated period were DMU07 (UNI.BIO), with 9.6, and DMU06 (UNI.MED), with 9.9. It was found that the academic unit with the best practices was DMU10 (UNI.EDU), which was most frequently used among benchmarks (20 times); on the other extreme, DMU07 (UNI.BIO) was the one with the lowest number of references in the period, with only one in the year 2016. In short, this research sought to empower the managers of the academic units and Pro-Rectories of the Higher Education Institutions studied with information that assists in decision-making and, by accomplishing the topics suggested in the intervention proposal, be able to achieve the efficiency monitoring of academic units, collaborating to the planning of actions that reverse or soften the results of the units considered less efficient.
