O exército no Brasil está para a política como a política está para o exército

Abstract

Desde o início do sistema de governo republicano no

Brasil, a alta oficialidade do Exército emprega a retórica sobre o seu

impecável não envovlvimento com a política. Principalmente depois

do Golpe de Estado de 1964, sua intenção tem sido a de convencer

a opinião pública e internamente – os oficiais de baixo escalão e os

soldados – a idéia de que os comandantes militares estiveram apenas

preocupados com questões técnicas e profissionais de governabilidade

e que interviram na esfera da política nacional para moralizá-la

e combater a má administração pública devido a sua educação.

Entretanto, os fatos históricos nos mostram que as Forças Armadas

brasileiras tem intevervindo na política ao longo de todo o período

republicano, assumindo, inclusive, o controle direto do poder do

Estado de 1964 a 1985. A forma como eles explicam estas intervenções

é o que este texto analisa.

Since the beginning of the Republican system in the

Brazilian history, the army’s officialdom employs the rhetoric about

their impeccable non involvement with politics. Mainly after the 1964

military coup d’ état , they have intended to convey to the public opinion

and internally – to the low-rank officers and soldiers – the idea that

the military commanders were only worried about technical and

professional matters of governance and that they then intervened in the

national political sphere to moralize it, that is, to combat the country’s

maladministration due to their education. Nonetheless, the facts in the

Brazilian history has been showing that the national armed forces has

indeed got involved with politics throughout the Republican period,

taking in any case direct control of the country’s government from 1964 to 1985. The way they explain this continual involment in politics

is what this text analyses.
