Abstract:
O presente artigo é parte conclusiva do curso de Especialização em Gestão Pública Municipal
da Fundação Universidade Federal do Rio Grande e faz uma abordagem conceitual
diagnóstica acerca das condições e aplicabilidade de políticas públicas de inclusão e
acessibilidade no município de Santa Vitória do Palmar. O objetivo principal deste estudo é
identificar os aspectos positivos e os limites da inclusão e acessibilidade no município, através
da descrição das leis e políticas públicas aos deficientes físicos já existentes no que diz
respeito à seguridade dos direitos, em decorrência das leis nacionais e municipais e sua
efetividade na cidade de Santa Vitória do Palmar. Para tanto, foram realizados diálogos
informais com os principais atores do contexto estudado e pesquisa bibliográfica e de ordem
legal,quantificando o público alvo (Deficientes Físicos) entre aqueles que são atendidos
realmente, e os restantes se existem previsão ou planos de atendê-los.O desfecho deste estudo
culmina no ponto em que é questionado se o município pode ser considerado inclusivo e quais
passos está galgando na construção de uma cidade voltada para a acessibilidade e interesses
sociais coletivos para o bem comum de todos os cidadãos nela inseridos.
The present article is the concluding part of the Federal University of Rio Grande Fondation
Public Management Especialization Course that offer dyagnosis and conceitual approach
about the conditions and aplicability of inclusion and acessibility public policies in the
municipality of Santa Vitória do Palmar. The main objective of this study is to identify the positive aspects and the limitations of inclusion and acessibility in the municipality by the
description of the existing pro handicapped laws and public policies concerning to their rigths
security that arises from federal and municipal laws and their efectiveness in Santa Vitória do
Palmar. In order to do so informal dialogs were conducted with the main actors of the studied
context, besides bibliographic and legal material research, quantifying the target audience
(Handicapped) amongst those that are realy attended and the non attended ones, and if there
are prevision and plans to attend them. The outcome of this study culminates in the point that
is questioned if the municipality can be considered inclusive and wich steps the current
administration is riding in the construction of a town focused in acessibility and social
coletive interests for the welfare of the citizens within it.
