A contribuição do Polo Naval na arrecadação de tributos para o município de Rio Grande

Abstract

O presente trabalho tem o intuito de explanar sobre a contribuição da implantação do Polo Naval na arrecadação das receitas de origem municipal na cidade de Rio Grande. Para essa análise, foram utilizados planilhas e gráficos ilustrativos, a fim de apresentar a evolução das receitas de IPTU, ISS e ITBI, bem como uma lista de conceitos e leis que referenciam as receitas municipais e posteriormente apresentar a pesquisa feita na Secretaria Municipal de Fazenda de Rio Grande. Foram coletados os dados no sistema SIGISS e SEAMWEB (Sistema de Gestão – Solução Integrada de Administração Municipal), sobre as referidas receitas. Inicialmente a pesquisa apresenta uma tabela de dados sobre a evolução total de IPTU, ISS e ITBI dos anos de 2000 até 2013, apresentando uma visão geral desses. Após, foi realizado uma amostra de dados de setores ligados a Indústria Naval, sendo selecionados 3 (três) setores desse segmento: setor de hospedagem, serviços de transporte de natureza municipal e armazenagem, sendo apresentados valores de ISS e comparados ao total da arrecadação de ISS do município no período de 2011 a 2013. Para verificar a importância desse setor na arrecadação do município. Seguidamente, foram apresentados dados de ISS sobre o seguimento Portuário e Agenciamento Marítimo no mesmo período. De posse desses dados foram feitas comparações entre a arrecadação da amostra dos 3 (três) setores ligados à Indústria Naval com os dois setores vinculados ao Porto. Os resultados mostraram que o setor portuário e agenciamento marítimo vêm crescendo nesses anos em seu faturamento e em contribuição ao ISS quando comparado a contribuição de ISS apenas desses setores. Mas quando se compara com o total de ISS arrecado pelo município verificamos que ele vem perdendo espaço para os setores ligados ao Polo Naval.
