Abstract:
O estudo analisa uma metodologia geográfica para a compreensão das eleições como parte do processo político e com efeitos espaciais. Partindo de um levantamento bibliográfico do campo geográfico que estuda os pleitos foi possível observar uma lacuna nos procedimentos utilizados, que limitam-se em espacializar os resultados das urnas, sem aprofundar em possíveis consequências espaciais ou interligar as eleições a política. Assim, o modelo sistêmico para a Geografia Eleitoral surgiu como o melhor método para analisar as eleições e seus reflexos num dado recorte espacial. A aplicação do modelo integra os diferentes fatores que envolvem as eleições, a relação entre eleitores e candidatos, a representação consequente das urnas e as consequências das votações para o entrono dos eleitores. A utilização de um estudo de caso objetivou ratificar a metodologia escolhida, demonstrando as diferentes etapas e suas interligações (causas e efeitos), sendo que o município do Rio Grande no sul do Rio Grande do Sul durante os pleitos de 2004 e 2008 e os vereadores eleitos foram os objetos de análise. O emprego da análise sistêmica permitiu conhecer a ligação existente entre os eleitores e os políticos, destacando a significativa evidência do reflexo das ações políticas para as eleições seguintes, permitindo inserir os processos eleitorais dentro do dinâmico processo político de interesses entre eleitores e candidatos/políticos e as consequências espaciais dos resultados das urnas.
The purpose of this study was to analyze a geographical methodology for understanding of elections as part of the political process and spatial effects. From a literature survey of the geographic scope that studies the elections was possible to observe a gap in the procedures used, limiting in spatialize the results of the polls without delving into possible spatial consequences or interconnect the elections the a policy. Thus, the systemic model for Electoral Geography emerged as the best method to analyze elections and their reflections in a given spatial area. The application of the model integrates various factors involving elections, the relationship between voters and candidates, the consequent representation of polls and the consequences of voting for the surroundings of the voters. The use of a case study aimed to ratify the chosen methodology, demonstrating the different steps and their interconnections (causes and effects), the city of Rio Grande in the southern Rio Grande do Sul during the elections of 2004 and 2008 and the elected councilors were the objects of analysis. The use of systemic analysis helped identify the link between voters and politicians, highlighting the significant evidence of reflection of political action for the next elections, allowing you to enter the electoral processes within the dynamic political process of interest between voters and candidates / politicians and the spatial consequences of the results of the polls.
