Abstract:
A presente dissertação discorre sobre a análise e o mapeamento dos conflitos habitacionais ocorridos em Rio Grande/RS, no período entre 2010 e 2013, onde se relata, de certa forma, a situação habitacional do município nos últimos anos. Ao dissertar-se sobre a cidade e seus conflitos habitacionais, é necessário contextualizarem-se os conceitos de "sustentabilidade urbana" e "cidade sustentável". Ambos pertencem a uma agenda mundial de interesses e de projetos da hegemonia capitalista que os utilizam como forma de otimização do capitalismo, ou seja, ampliação de lucros e mercadorização de tudo e de todos, tendo como ênfase a mercadorização da cidade como um todo, sendo esse o ponto de partida da seguinte pesquisa. Sob tal perspectiva, a cidade hegemônica capitalista vem produzindo e reproduzindo os seus conflitos. Assim, tem-se como objetivo geral identificar os conflitos habitacionais ocorridos em Rio Grande no período de 2010 a 2013, mapeá-los e analisá-los, fazendo uma relação entre esses conflitos e a efetivação, ou não, das políticas públicas do uso do solo urbano no município. Os objetivos específicos visam a mapear os conflitos, identificando as demandas, os demandantes e os demandados, as áreas e as regiões em disputa, presentes neles; selecionar os três conflitos que se encaixam na categorização de ZHOURI e LASCHEFSKI (2010) e estabelecer qual é a relação destes conflitos e a não solidificação das políticas públicas do uso do solo urbano em Rio Grande; identificar alguns agentes que não estão presentes diretamente nos conflitos, porém extremamente importantes na conjuntura fundiária da cidade. A proposta metodológica utilizada apresenta-se dentro de uma perspectiva qualitativa e da inserção da análise de conteúdo ou documental, em razão da tipologia do material que foi analisado. Além disso, foi atribuída a postura metodológica da dialética, pois a mesma consolida-se através da realidade social. No período analisado, o município estava passando por um significativo crescimento populacional, atribuído, de certa forma, à implantação do Polo Naval, ocorrida em 2006. Esse aumento demográfico deu-se, principalmente, pela baixa qualificação profissional rio-grandina. Entre as situações de conflitos identificadas, as que mais se evidenciaram foram as ocupações e a regularização fundiária. Na categorização dos conflitos, os mesmos destacaram-se como territoriais e distributivos. Pôde-se observar também que o município totaliza mais de vinte áreas gravadas como AEIS, dado disponibilizado pela SMHARF. Isso significa que a utilização das mesmas pode amenizar os conflitos habitacionais e, consequentemente, diminuir o déficit habitacional na cidade, através de projetos como HIS.
This Masters Thesis talks about the analysis and mapping of the housing conflicts in Rio Grande/RS, between 2010 and 2013, where they somehow report the housing situation of the municipality in the past few years. While talking about the city and its housing conflicts it is necessary to contextualize the concepts of "urban sustainability" and "sustainable city". Both belong to a capitalist hegemonyglobal agenda of interests and projects, which uses them as a way to optimize the capitalism, that is, profits expansion and merchandising of everything and everyone, with an emphasis on the commodification of the city as a whole, this being the starting point of the following research. Under such perspective, the hegemonic capitalist city has produced and reproduced its conflicts. This way, the general goal is to identify the housing conflicts in Rio Grande, between 2010 and 2013, map and analyze them, making a connection between those conflicts and the effectuation, or not, of the public policies concerning the use of the urban soil in the municipality. The specific objectives aim to map the conflicts, identifying the presented demands, the plaintiffs and the defendants, the disputed areas and regions; select the three conflicts which fit the categorization presented by ZHOURI and LASCHEFSKI (2010) and establishthe relation of said conflicts and the non-solidification of public policies concerning the use of urban soil in Rio Grande;identify some agents that are not directly present on the conflicts, but that are extremely important to the land situation of the city. The used methodological proposal belongs to a qualitative perspective and to the insertion of content or documental analysis, thanks to the typology of the analyzed material. Besides that, the methodological approach of the dialectic was attributed, since it is consolidated through the social reality. In the analyzed period, the municipality was passing through a significant population growth, which happened, in certain ways, thanks to the deployment of the Naval Pole in 2006. This demographic growth happened, mainly, because of the low local professional qualification. Among the identified situation of the conflicts, highlighted were the occupations and the land regularization. In the conflicts categorization, those stood out as territorial and distributive. It could also be observed that the municipality has more than twenty areas recorded as AEIS, data available via SMHARF. This means that the use of those areas can ease the housing conflicts and, consequently, reduce the housing deficit in the city, through projects, as the HIS.
