Abstract:
O presente trabalho, pré-requisito para o Mestrado em Educação Ambiental (EA), na Linha de Pesquisa EA e Manejo Costeiro Integrado, direciona-se para uma análise do processo de criação da Área de Proteção Ambiental (APA) da Lagoa Verde, partindo da sugestão de criação de uma Unidade de Conservação (UC) no município de Rio Grande, RS, até sua criação legal, em 2005. Trata-se de uma descrição deste processo e reflexão sobre a participação e o envolvimento da comunidade, o papel dos principais atores sociais envolvidos e os conflitos de uso existentes nessa área, trazendo à tona a importância da EA na concretização dos objetivos da UC. Justifica-se essa escolha por perceber-se que a área, embora de extrema importância para a região, não se consolidou de fato, mesmo depois de muitos anos de discussões e da criação legal. A pesquisa pode ser caracterizada como qualitativa, enfocando os sujeitos que construíram o processo nas instituições e aqueles que vivem a realidade local, por meio de uma abordagem de “estudo de caso”. Para a obtenção dos dados, foi utilizada a análise teórico-documental, realizada por meio da consulta de material bibliográfico como atas, ofícios, relatórios e outros documentos existentes sobre o processo; e a entrevista semi-estruturada. Na análise dos dados foi utilizada a técnica denominada “Análise de Conteúdo”, escolhida pela sua possibilidade de imersão e diálogo com o material da análise e também de compreensão construída através da escrita. O estudo direcionou-se para duas categorias principais. A primeira categoria, “APA da Lagoa Verde: entre a proposta de criação e a lei que a institui, um longo percurso”, apresenta as subcategorias Atores envolvidos no processo; Impactos e conflitos ambientais e Percurso do processo de criação. Nessa categoria, a reflexão dirige-se para o relacionamento entre o ser humano e o seu ambiente, passando pelos conflitos, pelos impactos, pela burocracia que muitas vezes impediu o andamento do processo e pela descrição da criação da APA da Lagoa Verde, identificando, ao longo dessa descrição, os principais atores sociais envolvidos. A segunda categoria, “O envolvimento da comunidade no processo: participação popular e governança”, apresenta as subcategorias Participação, Responsabilidade pela preservação e fiscalização, Percepções a respeito da área e Informação, divulgação e educação ambiental, onde foi identificada a abertura para o envolvimento da comunidade no processo. Nessa categoria também foram identificadas as percepções dos moradores com relação ao seu ambiente, ressaltando aspectos que podem ser aproveitados para a elaboração do Plano de Manejo da área. Finalmente, ressalta-se a necessidade de aproveitar a EA como mediadora do processo em sua continuidade, buscando o comprometimento dos indivíduos residentes no entorno da APA, já que são os principais responsáveis pela preservação do local por residirem lá, a partir de metodologias participativas; uma maior informação a respeito do local também se faz necessária e um trabalho consistente de EA em todo o município para deixar claro a importância da área na qualidade de vida da população e na manutenção da biodiversidade da região.
The present work, prerequisite for the Master's degree in Environmental Education (EE), in EE and Integrated Coastal Management Research Line, is addressed for an analysis of the process of creation of Environmental Protection Area (EPA) of the Lagoa Verde, leaving of the suggestion of creation of an Unit of Conservation (UC) in the Rio Grande, RS, until its legal creation, in 2005. It is treated of a description of this process and reflection on the participation and the community's involvement, the main involved social actors' paper and the existent use conflicts in that area, bringing to the surface the importance of EE in the materialization of the objectives of UC. It is justified that choice for noticing that the area, although of extreme importance for the region, it didn't consolidate in fact, even after many years of discussions and of the legal creation. The research can be characterized as qualitative, focusing the subjects that built the process in the institutions and those that live the local reality, through an approach of “case study”. Para the obtaining of the data, the theoretical-documental analysis was used, accomplished through the consultation of bibliographical material as minutes, occupations, reports and other existent documents on the process; and the semi-structured interview. In the analysis of the data the technique denominated "Analysis of Content" was used, chosen by its immersion possibility and dialogue with the material of the analysis and also of understanding built through the writing. The study was addressed for two main categories. The first category, "APA of the Lagoa Verde: among the creation proposal and the law that it institutes its, a long course", introduces the subcategories Actors involved in the process; Impacts and environmental conflicts and Course of the creation process. In that category, the reflection goes for the relationship between the human and its environment, going by the conflicts, for the impacts, for the bureaucracy that a lot of times impeded the course of the process and for the description of the creation of EPA of the Lagoa Verde, identifying, along that description, the main involved social actors. The second category, the community's involvement in the process: popular participation and governance: (nor so) new face for the administration", presents the subcategories Participation, Responsibility for the preservation and fiscalization, Perceptions regarding the area and Information, popularization and environmental education, where it will be identified the opening for the community's involvement in the process. In that category they were also identified the residents' perceptions regarding its environment, emphasizing aspects that they can be taken advantage, the posteriori, for the elaboration of Management Plan of the area. Finally, the need is emphasized of taking advantage of EE as mediator of the process in its continuity, looking for the resident individuals' compromising in roundness of EPA , since they are the main ones responsible for the preservation of the place for they live there, starting from methodologies participative; a larger information regarding the place is also made necessary and a solid work of EE in the whole municipal district to leave clear for the population the importance of the area in the quality of life of the population and in the maintenance of the biodiversity of the area.
