Abstract:
As críticas às práticas dos conselheiros tutelares emergem de profissionais de diferentes contextos. Isso evidencia dificuldades na comunicação entre esses agentes sociais e as pessoas atendidas por esta entidade. Sob a ótica da teoria bioecológica do desenvolvimento humano, o trabalho do conselheiro tutelar estaria dimensionado em todos os sistemas de desenvolvimento, do micro ao “macrossistema”, os quais muitas vezes influenciam direta e indiretamente o que ocorre, nos diversos ambientes com diferentes indivíduos. Além disso, este profissional é também considerado uma pessoa em desenvolvimento e, portanto requer atenção específica. As ações destes profissionais junto às famílias podem interferir de forma “positiva” ou “negativa” nos contextos de relações mais próximas. Por isso ressalta-se a importância da atuação dialógica e educativa dos conselheiros tutelares no atendimento às famílias e a necessidade de implementação desta relação com os outros serviços de apoio social. Com base nos pressupostos teóricos e metodológicos da bioecologia do desenvolvimento humano e princípios da educação ambiental, o presente projeto visou a compreender e investigar o papel, a postura e as práticas dos conselheiros tutelares no atendimento às crianças, adolescentes e famílias. As estratégias de coleta de dados foram: revisão bibliográfica sobre o tema; entrevista semi-estruturada com três conselheiros tutelares (um representante de cada conselho do Rio Grande/RS) e o diário de campo com observações naturalísticas. Os resultados evidenciaram que as conselheiras entrevistadas eram mulheres com diferentes motivações e sentidos pessoais para estar nesta função. As participantes denotaram consciência de que o foco de seu papel é fazer cumprir os direitos das crianças e adolescentes, salientando ações tais quais: orientação, acompanhamento, encaminhamento, requisição e acolhimento. Seu papel é percebido com mais ênfase na burocracia em detrimento do exercício de práticas educadoras, embora acentuem a necessidade de zelar e cuidar dos usuários do CT. As dificuldades ressaltadas foram: o excesso de casos, infra-estrutura deficitária e o pouco apoio da rede social, além da ambivalência do olhar da comunidade para com os conselheiros (ora reconhecido, ora desmerecido). A pesquisa evidenciou a necessidade de preparo e fortalecimento da categoria destes profissionais através de políticas públicas que visem à formação de um conselheiro como educador socioambiental.
The criticisms to the council members of CT emerge from professionals who work in different contexts. This fact points out the difficulties in communication between these workers and persons served by this agency. From the viewpoint of bioecological theory of human development, the work of the counselor would be scaled in all systems of development, from micro to macro, which often directly and indirectly influence what happens in different environments and with different individuals. Moreover, this professional is also considered a developing person and therefore requires specific attention. Furthermore, the actions of these professionals with the families can interfere in a "positive" or "negative" way in the context of proximal relationships. Therefore it is emphasized the importance of the dialogic role of council members of CT in form of educational assistance to families and the need for implementation of this relationship with other social support services. Based on theoretical and methodological concepts of the bioecology of human development and the principles of Environmental Education, this project aimed to understand and investigate the role, attitude and practices of the council members of CT in attending children, adolescents and families. The strategies for data collection were: review of literature on the theme semistructured interviews with the three council members (one representative from each board of Rio Grande / RS) and the field diary with naturalistic observations. The results showed that the interviewed were women with different motivations and personal meanings to be in this role. Te participants denoted awareness that the focus of their role is to guarantee the rights of children and adolescents, noting such actions with, orientation, following, routing, requesting and sheltering. Their role is perceived with more emphasis on bureaucracy rather than the exercise of practical education, while emphasizing the need for protecting and caring for CT users. The difficulties were highlighted were: excess of number of cases, deficient infrastructure and little support from social network, beyond the ambivalence of the community perception at the counselors (sometimes recognized, sometimes undeserved). The research showed the need to prepare and strengthen this category of professionals through public policies and the training of those counselors as social educators
