Abstract:
O presente estudo de dissertação de mestrado teve como fenômeno de pesquisa compreender que contradições existem na Formação de Educadores(as) Ambientais, no Licenciamento e Fiscalização Ambiental do município do Rio Grande (RS). Esses Educadores(as) Ambientais - referenciados como gestores(as) ambientais pelo Convênio nº 069/2015 - são considerados nessa pesquisa Educadores(as) Ambientais por serem responsáveis pela solicitação, aprovação e efetivação de Programas de Educação Ambiental, bem como demais legislação ambiental vigente, no cerne do Licenciamento e Fiscalização Ambiental municipal. Nossos sujeitos de pesquisa são todos Servidores(as) Públicos(as) Efetivos(as) da Prefeitura Municipal do Rio Grande (PMRG), lotados na Secretaria de Município do Meio Ambiente (SMMA). A pesquisa almejou compreender que contradições existem nesse processo formativo efetivado pelo Convênio contratado pela Prefeitura junto à Universidade Federal do Rio Grande. Para tanto, foram elencadas duas hipóteses: (1) Há contradições na Formação de Educadores(as) Ambientais desenvolvida pelo Convênio nº 069/2015, que podem dificultar a compreensão da Educação Ambiental enquanto totalidade; (2) Existem situações-limite no processo de Formação de Educadores(as) Ambientais do Convênio nº 069/2015, que podem desfavorecer o desenvolvimento de uma Educação Ambiental no cerne do Licenciamento e Fiscalização Ambiental da PMRG. Portanto, foi desenvolvido um objetivo geral: que contradições existem na Formação de Educadores(as) Ambientais, desenvolvida pelo Convênio 069/2015, a qual pode vir a fundamentar uma Educação Ambiental no Licenciamento Ambiental no município do Rio Grande?, e três objetivos específicos: (1) Analisar, interpretar, compreender que contradições existem na Formação de Educadores(as) Ambientais no Convênio nº 069/2015; (2) Compreender que Educação Ambiental está sendo preconizada no processo formador do Convênio nº 069/2015; (3) Analisar e interpretar que compreensão de Educação Ambiental os Gestores(as) Ambientais estão desenvolvendo a partir da relação formativa no Convênio nº 069/2015. Essa pesquisa foi elaborada, prioritariamente, a partir referencial teórico e epistemológico da teoria marxista, pelo viés da teoria que embasa esse estudo, se fez necessário a abordagem da pesquisa qualitativa. Posterior ao processo de revisão bibliográfica foram desenvolvidas entrevistas semiestruturadas e análise dos documentos oficias do convênio. Logo, para apreciação das informações, foi utilizado o referencial metodológico da Análise de Conteúdo de Laurence Bardin.
The present dissertation study had as a research phenomenon to understand that contradictions exist in the Training of Environmental Educators, in the Licensing and Environmental Inspection of the municipality of Rio Grande (RS). These Environmental Educators - referred to as environmental managers by Agreement No. 069/2015 - are considered in this research Environmental Educators because they are responsible for requesting, approving and executing Environmental Education Programs, as well as other environmental legislation in force, at the heart of the Municipal Environmental Licensing and Inspection. Our research subjects are all Public Servants of the Municipal Government of Rio Grande (PMRG), which are filled at the Secretariat of Municipality of the Environment (SMMA). The research aimed to understand that contradictions exist in this formation process effected by the Agreement hired by the City Hall at the Federal University of Rio Grande. For this, two hypotheses were listed: (1) There are contradictions in the Formation of Environmental Educators developed by Convention No. 069/2015, which may hinder the understanding of Environmental Education as a whole; (2) There are limiting situations in the Environmental Educators Training process of the Agreement No. 069/2015, which may undermine the development of an Environmental Education at the core of PMRG Environmental Licensing and Inspection. Therefore, a general objective was developed: what contradictions exist in the Formation of Environmental Educators, developed by the Agreement 069/2015, which may be the basis for Environmental Education in Environmental Licensing in the municipality of Rio Grande?, and three specific objectives : (1) To analyze, to interpret, to understand that contradictions exist in the Formation of Environmental Educators in the Agreement nº 069/2015; (2) Understand that Environmental Education is being advocated in the process of Formulation of Agreement No. 069/2015; (3) Analyze and interpret what understanding of Environmental Education Environmental Managers are developing from the formative relationship in Agreement No. 069/2015. This research was elaborated, as a matter of priority, from the theoretical and epistemological reference of Marxist theory, due to the bias of the theory behind this study, it became necessary to approach qualitative research. After the bibliographic review process, semi-structured interviews and analysis of the official documents of the agreement were developed. Therefore, to evaluate the information, the methodological framework of Laurence Bardin's Content Analysis was used.
