Abstract:
O Grupo Interdisciplinar de Educação Ambiental (GIEA/RJ) foi criado pela lei
estadual nº 3325/99, pelo então governador Anthony Garotinho, no dia 17 de dezembro. O
GIEA é formado por representantes dos órgãos estatais de Meio Ambiente, Educação,
Cultura, Ciência e Tecnologia, Saúde, Trabalho, Universidades, da Assembléia Legislativa e de representantes do Sindicato dos Profissionais da Educação (SEPE/RJ). A principal responsabilidade deste conselho é a definição e o acompanhamento da Política Estadual de Educação Ambiental, sobretudo a partir da avaliação dos projetos de Educação Ambiental(EA) no estado do Rio de Janeiro. A pesquisa teve como objetivo verificar em que medida o GIEA/RJ constitui para os profissionais da educação um espaço possível de conquista e avanços. A metodologia utilizada foi análise documental e pesquisa bibliográfica. A pesquisa teve como principal referência teórica os conceitos formulados por Antônio Gramsci,principalmente os de Estado integral e sociedade civil. Concluiu-se que, após ter sido realizado análise as políticas de criação das CIEA no Brasil e em particular da dinâmica de constituição do GIEA/RJ, a concepção de democracia “participativa” foi apreendido como um produto sócio-histórico limitado a interesses políticos identificados com a estratégia de difusão pelo Estado de valores que visam reorganizar a sociabilidade do capital no Brasil.
Grupo Interdisciplinar de Educação Ambiental (GIEA/RJ) was created by the state law nº 3325/99, for then the governor Anthony Garotinho, in day 17 of December. The GIEA is formed by representatives of the state agencies of Environment, Education, Culture, Science and Technology, Health, Work, University, of the State legislature and representatives of the Union of the Professionals of Educação (SEPE/RJ). The main responsibility of this advice is the definition and the accompaniment of the State Politics of Ambient Education, over all from the evaluation of the projects of Educação Ambiental (EA) in the state of Rio De Janeiro. The used methodology was documentary analysis and bibliographical research. The research had as main theoretical reference the concepts formulated for Antonio Gramsci, mainly of State integral1 and civil society. The research had as objective to verify where measured the GIEA/RJ it constitutes for the professionals of the education a possible space of conquest and advances. This article investigated the GIEA/RJ understanding it as a space of disputes. One concluded that, after to have been carried through analysis the politics of creation of the CIEA in Brazil, the conception of “participativa” democracy was apprehended as a product limited partner-description the interests politicians identified with the function educator of the State to reorganize the sociability of the capital in Brazil.
