Abstract:
Esta dissertação busca discutir os limites e possibilidades da gestão democrático-participativa na Universidade Federal do Rio Grande (FURG) sob a perspectiva da caracterização do modelo de deliberação na universidade e o mapeamento dos conselhos e espaços de participação que compõem a universidade. É um estudo de abordagem qualitativa, de caráter descritivo, cujo objeto de análise é a universidade. Em relação ao instrumento de coleta de dados, foram realizadas entrevistas com os participantes do Conselho Universitário. O método para analisar os dados coletados foi a análise de conteúdo baseada em Bardin (2011), considerando quatro etapas: pré-análise, exploração do material, tratamento dos resultados e interpretação dos resultados. A pesquisa atual foi motivada por um estudo realizado anteriormente pelos pesquisadores, sobre um conselho municipal, na cidade de Rio Grande, em que a sociedade civil apresentava uma atuação pouco efetiva. Com base a esses resultados, questionou-se como esse processo se dá numa universidade pública: É de fato democrático-participativo ou a realidade encontrada anteriormente se repete no âmbito federal? A participação nas instituições universitárias é um conceito multidimensional que envolve espaços políticos, acadêmicos, culturais, esportivos e cooperativos (VIRGILI LILLO; GANGA CONTRERAS; FIGUEROA AILLAÑIR, 2015). Por um lado, está formada por todas ações relacionadas às ações de associação a outras pessoas em situações e processos com objetivos finais claros e conscientes, tanto para ela, quanto significativos para o sistema social.
This dissertation seeks to discuss the limits and possibilities of democratic-participative management at the Federal University of Rio Grande (FURG) from the perspective of the characterization of the participatory management model at the university and the mapping of the councils and participation spaces that make up the university. In relation to the data collection instrument, document analysis will be used through the minutes, available electronically on the university's website, in addition to interviews with the participants of the University Council. The current research was motivated by a study previously carried out by the researchers, on a city council, in the city of Rio Grande-Rs, in which civil society had an ineffective performance. Based on these results, it was questioned how this process takes place in a public university: Is it in fact democratic-participatory or is the reality found previously repeated at the federal level? However, such questioning can only be answered in the continuation of the research. participation in university institutions is a multidimensional concept that involves political, academic, cultural, sporting and cooperative spaces (VIRGILI LILLO; GANGA CONTRERAS; FIGUEROA AILLAÑIR, 2015). On the one hand, it is formed by all actions related to the actions of association with other people in situations and processes with clear and conscious final objectives, both for them and significant for the social system.
