Abstract:
A meta para atingir o desenvolvimento sustentável é articular crescimento econômico, justiça
social e preservação do meio ambiente. Nesse sentido, imperioso o compromisso do Poder
Público em interligar essas premissas com a gestão de projetos públicos e políticas públicas
ambientais, permitindo e incentivando a participação da sociedade e dos gestores da coisa
pública. Isso possibilitará uma gestão participativa e compromissada, na busca do
desenvolvimento sustentável. O excesso e acúmulo de resíduos sólidos no meio ambiente é
preocupação constante, devido às externalidades negativas que provocam. A busca de soluções
para minimização dos danos acarretados pelo incorreto gerenciamento dos resíduos sólidos
culminou na instituição da Política Nacional de Resíduos Sólidos, com a Lei 12.305/10, uma
política pública bem estruturada, em consonância com a concretização da cidadania ecológica.
Princípios, metas, objetivos e diretrizes foram traçados para disciplinar a gestão e o
gerenciamento de resíduos sólidos, tanto em âmbito nacional, como estadual e municipal, de
maneira simétrica. Nessa esteira, destaca-se a coleta seletiva, um instrumento que possui papel
relevante para a reutilização e reaproveitamento dos resíduos sólidos. E nessa perspectiva que
a pesquisa em questão procurou investigar a estrutura da coleta seletiva de resíduos sólidos no
Município de Pelotas, demonstrando sua estrutura, seu funcionamento e a compatibilidade com
a Política Nacional de Resíduos Sólidos.
The goal for achieving sustainable development is to articulate economic growth, social justice
and environmental preservation. In this regard, the urgent commitment of the government to
link these premises with the management of public and environmental public policy projects,
allowing and encouraging the participation of society and managers of public affairs. This will
enable participative management and committed in the pursuit of sustainable development. The
excess and accumulation of solid waste in the environment is a constant concern, due to the
negative externalities they cause. The search for solutions to minimize the damage posed by
improper management of solid waste resulted in the institution of the National Solid Waste
Policy, with Law 12,305/10, a well-structured public policy, in line with the implementation of
ecological citizenship. Principles, goals, objectives and guidelines were drawn up to govern the
management and solid waste management, both national, and state and municipal
symmetrically. On this track, there is selective collection, an instrument that plays a significant
role for reuse and recycling of solid waste. And in this perspective that the research in question
sought to investigate the structure of the selective collection of solid waste in the city of Pelotas,
showing its structure, operation and compatibility with the National Policy on Solid Waste.
