Abstract:
Este trabalho trata-se de uma investigação que estudou o Programa de Educação Ambiental do Porto do Rio Grande- ProEA-PRG. Buscou-se delimitar a problematização da pesquisa a uma das linhas de ação do referido programa, denominada Educação Ambiental Portuária em Contextos de Ensino Formal. A questão-chave construída para a pesquisa foi a seguinte: quais são os indicadores apropriados para avaliar a mencionada linha de ação? O objetivo desta pesquisa é a proposição de indicadores de avaliação que contribua para o desempenho do ProEA-PRG, que configura-se como a materialização da Política Nacional de Educação Ambiental- PNEA, e do Programa Nacional de Educação Ambiental-PRONEA. Esta investigação adota como referência orientadora a questão da problematização, do método e da teoria enquanto um campo de possibilidades, que vão se constituindo e tomando forma a partir da ação contínua de reflexão do pesquisador. Assim a pesquisa foi se constituindo amparada por um trabalho prévio de levantamento bibliográfico, com o objetivo de localizar e reunir material de apoio, tendo resultado num conjunto de títulos, apresentados na bibliografia, constituído por referências temáticas vinculadas ao mote central da pesquisa. Compõem esse conjunto referências ao tema da Educação Ambiental, Políticas Públicas, Avaliação, Indicadores, Meio Ambiente e sobre o Porto de Rio Grande. Como conclusão do trabalho e em resposta a questão-chave desta pesquisa, foi proposto como indicadores possíveis, a noção de participação, melhoria na condição de vida e a multiplicação da ação, tomados nessa pesquisa, como indicadores de processo devido ao objeto enfocado. Somam-se a estes três indicadores iniciais, os chamados indicadores padrões de avaliação: a eficácia, a eficiência e a efetividade.
This work is an investigation which has studied the Environmental Education Program of the Port of Rio Grande (Programa de Educação Ambiental do Porto do Rio Grande)- ProEA-PRG. We have tried to delimit the problematization of the research to one of the lines of action of the referred program, denominated Port Environmental Education in Formal Teaching Contexts. The key-question built for the research is the following: which are the appropriate indicators to evaluate the mentioned line of action? The goal of this research is the proposition of evaluation indicators that contribute for the performance of ProEA-PRG, which configures as the materialization of Environmental Education National Policy – PNEA, and of the Environmental Education Program of the Port of Rio Grande- PRONEA. This investigation adopts as guidance reference the question of the problematization, of the method and of the theory, while a field of possibilities, which are being constituted and getting the shape from the continuous action of the researcher’s reflections. The research was being constituted based upon a previous bibliographic work, with the goal to find and gather supporting material, having a result of a group of titles, presented in the bibliography, constituted by thematic references connected to the central motto of the research. This group is composed by references to the theme of Environmental Education, Public Policies, Evaluation, Indicators, Environment and about the Port of Rio Grande. As conclusion to this work and as answer to the keyquestion of this research, it has been proposed as possible indicators, the participation notion, improvement in life condition and the multiplication of the action, taken in this research, as indicators in the process due to the focused goal. It is added to these three initial indicators the so called evaluation standard indicators: the efficacy, the efficiency and the effectiveness.
