Abstract:
O presente estudo tem por finalidade analisar as políticas públicas referentes à
população em situação de rua no município de Pelotas - RS, constatando de que
forma esse município aderiu a Política Nacional para População em Situação de
Rua, instituída pelo Decreto 7.053 de 2009. Num primeiro momento esse trabalho é
direcionado para uma abordagem teórica sobre a temática, verificando quais as
condições sociais e as peculiaridades deste segmento social. Logo após, atenta-se
para os instrumentos legislativos que trouxeram essa demanda social para a agenda
pública. Por fim, ocorre a análise das instituições responsáveis pelas políticas
públicas em Pelotas, concluindo se as ações direcionadas a esse público são
eficazes para sua efetiva emancipação.

This study aims to analyze public policies on population on the streets in the city
of Pelotas - RS, noting how the municipality joined the National Policy
onPopulation Homeless, established by Decree 7053 of 2009. In the first when this
work is directed to a theoretical approach to the theme by checking which
socialconditions and the peculiarities of this social segment. Soon
after, attentive to the legislative instruments to bring this audience to the public
appointment.. Finally, there is the analysis of the institutions responsible for public
policies in Pelotas, concluding that the actions directed at this audience are
effective for effective social emancipation.
